Loan-to-Value (LTV) Singapore (2026): Bank and HDB Limits
LTV limits how much of a property’s lending value can be borrowed. It is one limit on the loan; income-based servicing tests and your available cash and CPF can produce a lower practical budget.
Bank loans for individuals

The reduced column applies when the loan exceeds 30 years, or 25 years for an HDB flat, or runs beyond the borrower’s age 65. Bank housing-loan tenure is capped at 35 years for private property and 30 years for HDB flats. For joint borrowers, confirm the bank’s assessment age and treatment of existing loans. HDB housing loans
The current HDB LTV ceiling is 75%. It is applied to the purchase price for a new flat, or the lower of the resale price and valuation for a resale flat. The maximum tenure is the shortest of 25 years, 65 minus the applicable average age, and remaining lease minus 20 years. The loan is also subject to eligibility, income assessment and lease rules; LTV is pro-rated if the remaining lease does not cover the youngest buyer to age 95. An HDB loan has no mandatory cash downpayment if eligible CPF OA savings can cover the required amount. This does not remove cash needed for a valuation premium, cash-only costs or payment timing. Second HDB loans have additional proceeds and CPF-use conditions that a simple LTV table cannot settle.
The valuation can matter as much as the percentage
For an ordinary residential purchase, borrowing is based on the lower of price and valuation. If you pay above valuation, the excess needs cash and sits on top of the normal downpayment. Worked example: S$1.5 million price, S$1.4 million valuation
Assume a first bank housing loan with a 75% LTV ceiling and no age or tenure reduction. The LTV ceiling is 75% × S$1.4 million = S$1.05 million. The purchase therefore needs S$450,000 outside the loan.
Minimum cash is 5% × S$1.4 million + the S$100,000 valuation premium = S$170,000. The remaining S$280,000 can be cash or eligible CPF. Duties, fees and reserves are additional. If the income assessment approves only S$950,000, another S$100,000 must be funded outside the loan.
Choose a price using all three checks
- Establish your LTV and valuation basis.
- Calculate the income-based ceiling using TDSR/MSR and the lender’s assessment rate.
- Use the lower loan amount to build a dated cash and CPF funding plan.
A lower loan reduces repayments but increases the capital needed before completion. Compare both consequences using the property affordability calculator. Keeping cash for renovation, household emergencies and a delayed sale can matter more than reaching the highest allowed price.

Is the HDB loan limit still 80%?
No. The current HDB loan LTV ceiling is 75%, subject to eligibility, valuation, income and lease rules.
Does a 75% LTV mean 25% cash?
For a qualifying first bank housing loan, the minimum cash portion is normally 5% of the lending value. The rest of the downpayment can be eligible CPF or cash; any price above valuation needs additional cash.
Will the bank lend the full LTV amount?
Not necessarily. Income-based limits and lender underwriting may result in a smaller loan.
