HDB Income Ceilings (2026): August Changes and Route Eligibility
For HFE applications from 24 August 2026, HDB raised the ordinary family ceiling from S$14,000 to S$16,000 and the eligible-singles ceiling from S$7,000 to S$8,000 for the affected subsidised-flat and HDB-loan routes. The relevant application date and flat category matter.

The ordinary new-flat eligibility framework also applies to resale Plus/Prime routes, subject to their specific requirements. Do not apply the no-ceiling statement for Standard/unclassified resale flats to every resale flat. These figures do not replace age, citizenship, property-ownership and household rules. Transition dates
The August 2026 HDB changes apply by HFE application date. If you already hold an HFE letter, consult HDB’s transition instructions in Annex B of the announcement before relying on the revised limits. A recent purchase or a newly downloaded article does not itself establish which rules apply. HDB: income-ceiling changes from 24 August 2026.
For new EC units, the increase from S$16,000 to S$18,000 uses a different trigger: the project’s land-sale tender closing date must be on or after 24 August 2026. It does not automatically cover balance units in existing EC projects. Confirm the project’s eligibility basis.
Grants and loan amounts are separate
A household below the purchase ceiling does not automatically receive every grant or the maximum loan. EHG, Family Grant and PHG have distinct conditions; PHG is excluded from the income-ceiling condition noted in HDB’s general resale eligibility table. Obtain the HFE assessment and the applicable grant rules before inserting a grant into your budget.
For lending, eligibility for an HDB loan is separate from the maximum amount approved. Income assessment, lease, age, LTV and financial commitments still matter. Use the HDB versus bank guide after confirming the route.
Two planning examples
S$15,000 family income: under the ordinary S$16,000 ceiling for an eligible new HFE application, income alone no longer rules out the affected route. That does not establish the household’s complete eligibility or affordability.
S$17,000 family income: the ordinary S$16,000 route is not available on income grounds alone. A Standard/unclassified resale purchase may have no purchase income ceiling, but grant, loan and other ownership conditions remain. A new EC shortlist requires checking each project’s transition date.
Before budgeting a home
Identify the flat classification, household group and relevant application date. Use HDB’s assessed household income, rather than assuming take-home pay or one selected month is the correct figure. Then separately calculate the downpayment, duties, loan repayment and cash reserve.

Is the HDB family income ceiling still S$14,000?
For affected HFE applications from 24 August 2026, the ordinary family ceiling is S$16,000. Earlier applications and specific routes need their applicable rules checked.
Do all resale HDB flats have no income ceiling?
No. The no-purchase-ceiling statement applies to unclassified/Standard resale routes; Plus/Prime routes and grants or loans have separate eligibility conditions.
